Paperlab announces a call for applications to conduct an external evaluation of the Making New Experts project between 2017 and 2025.

Objective:
- Assess the results of five project cycles. The criteria are relevance, effectiveness, efficiency, impact, and sustainability (OECD DAC framework recommended);
- Develop recommendations for the future of the project.
Key requirements for candidates:
- Master’s degree or higher in social sciences, evaluation, or public policy;
- Proven experience in conducting evaluations on relevance, efficiency, effectiveness, impact, and sustainability (OECD DAC framework);
- Strong skills in mixed-methods research (interviews, surveys, data analysis);
- Experience in Central Asia and understanding of Kazakhstan’s media landscape.
Application package must include (in English):
- Technical proposal: approach, methodology, evaluation matrix, and work plan;
- Financial proposal: budget in USD or KZT;
- CV and references: description of relevant experience and contact details of two referees;
- Work samples: at least two examples of previous evaluations.
Duration: 12 weeks.
